I'm pretty sure the delay itself isn't being changed in pitch. In plik plok, it sounds like he is simply putting full wet signal behind the original notes, which are either automated on pitch bend, or controlled real time with a fader. As far as I know, once a delay is sent, there isn't anything that can be done to change it's pitch or length, so he is achieving this by other means.
Now, you could get this effect, but it would require sending a series of separate midi notes (that aren't heard) through a delay plug set to 100% wet signal. It could be done, but seems rather time consuming. Then again, once you get it, you could easily save the preset and use it over and over again if you wished.
