It is indeed accurate the N.E.D.i 2.2 no longer supports any mobile OS less then iOS4.

This is because we updated our movie player codebase to support the latest iOS which gives us more flexibility in the way we playback media. Unfortunately it also means that we can no longer target older operating systems.

If you happen to have a older version of N.E.D.i on your machine, I would recommend using that if you are unwilling or unable to update to iOS 4. You might be able to revert to a older distribution with time machine if itunes only has the latest N.E.D.i.
