Problem with Drag & Drop Chapter Index

I'm having mixed results dragging a video track that has chapters assigned onto a button to create an Index. Sometimes I can drag the movie icon from left panel onto the button just fine. Most of the time though, when I try to drag it, it just causes the left pane to scroll and doesn't jump over to the pane with the button. I can't figure out why its working sometimes and not all the time.
